The village President and two (2) Trustees who make up the Board are the legislative and policy making body of the government. Both the President and Trustees serve staggered, two (2) year terms, and are elected at-large to their respective positions.
Responsibilities of the Board include; enacting ordinances for the proper governing of the Village; approving changes in the Village Code; adopting the annual budget; awarding municipal contracts; establishing all other policies necessary to promote the health, safety and welfare of the Village and its residents; representing the Village to the public and other governmental bodies.
The Village President is a trustee who shall preside over all Village Board meetings, and sign all ordinances, rules, bylaws, regulations, commissions, licenses and permits adopted or authorized by the Village Board.
The Board of Trustees shall have all power granted to them by Statue and all powers inherent to conducting the affairs of the Village as allowed by law.
The Village Clerk (an elected position) who is the custodian and and manager of all official documents and records for the Village of Downing. The Village Clerk provides general administrative support to the Village Board, including attending and recording meetings and minutes, preparing agendas and public notices, and responding to citizen inquiries.
The Village Treasurer (an elected position) oversees and manages all monies owed to and held by the Village, including collections and disbursements. The Village Treasurer maintains accurate records of all income, receipts, and disbursements.
